The last three years have
been a challenging but productive time
for the Auditor's Office.
Since becoming Kentucky State Auditor on
January 1, 2004 Ms. Luallen has overseen
an unprecedented level of financial audit
referrals. In addition, she has taken on
some of the toughest issues facing the
Commonwealth of Kentucky.
The Auditor’s Office is
an independent watchdog responsible for
auditing State and County governments.
The Office has uncovered millions of
dollars in government fraud and
questionable expenditures, referring
over four dozen to law enforcement and
leading to the prosecution of several
local officials.
Among the challenges the
office faces is that our professional
audit staff sometimes works in difficult
circumstances. Most county audits reveal
hard working elected officials trying
their best to meet the needs of their
constituents. But too often the office
uncovers cases of fraud and corruption
that can create very tense working
conditions.
In several counties in
this past year the office has needed
Kentucky State Police protection for
Auditors to complete their work. The
staff have been harassed and threatened
and followed. The office completed one
audit where auditors worked in a jail
cell because it was the only place in
the county where the records could be
secured.
These are not the norm,
but they point out the important role
the state auditor plays as a watchdog of
public dollars. The Auditor's Office is
often Kentucky’s first line of defense
against corruption.
Another area of focus
for our office has been performance
audits - improving state government’s
management and efficiency.
